Also, omission of discussion of Integrated Country Strategies from the article is an issue, as ICSs join interagency planning and plans together at the country level. Adding yet another requirement for SCOs to support (or, really, produce) plans/planning for higher level entities without expanding SCO billets would make for more SCO unhappiness and overtasking.
