Speaker Bio
Patrick M. Hughes has been engaged in consulting in the focus areas of intelligence, national security, and international relations, as well as the functional areas of leadership, business management and organizational effectiveness. He is now retired and devoting his time to writing and speaking.
He was employed from 1 April 2005 until retiring on 30 June 2011, as the L-3 Communications (now L3 Harris Technologies), Corporate Vice President for Intelligence and Counterterrorism. He also functioned as the corporate point of contact for Homeland Security / Homeland Defense and Cyber Operations. His duties included supporting the general needs of the corporation, involving several instances of travel to numerous nations.
Prior to arriving at L-3 he served in the government as Assistant Secretary for Information & Analysis (IA) (Intelligence), and acting Under Secretary for IA and Infrastructure Protection (IP) at the Department of Homeland Security (DHS) from 17 November 2003 until 15 March 2005. During this period, he began initial operations of the DHS intelligence support system and assisted in the stand-up of the department (plank holder).
From 1 October 1999 until 16 November 2003 he was the President of PMH Enterprises LLC, a private consulting firm. His primary clients were U.S. Government agencies and government contractors. He resumed this consulting effort following retirement from L-3 in June 2011 and was actively engaged until 1 April 2018.
He retired from the United States Army on 30 September 1999 after more than 35 years of military service, beginning as an enlisted soldier and medic (E1 – E5), on 2 January 1962. His last active duty assignment was Director, Defense Intelligence Agency (DIA), a position he held for 3 and ½ years. Other positions of responsibility included Director of Intelligence (J-2), the Joint Staff; Director of Intelligence (J-2), U.S. Central Command; Commanding General, U.S. Army Intelligence Agency and Deputy Assistant Chief of Staff for Intelligence HQ DA; Commander, 501st Military Intelligence Brigade with service in the Republic of Korea; and Commander, 109th Military Intelligence Battalion (Combat Electronic Warfare and Intelligence), 9th Infantry Division (High Technology Test Bed), at Fort Lewis, WA. He is a veteran of the Vietnam War (2 assignments), and other conflicts. He has visited 127 countries. He was trained in the Vietnamese and Korean languages.
LTG Hughes’ duties have included Involvement in and travel to conflict areas in:

LTG Hughes visited Vietnam in 1999 as an official guest of the Vietnamese Government, with visits to Hanoi, Ho Chi Minh City, My Tho, Can Tho, the Michelin Plantation area, Dinh Quan, and the old War Zone D area.
His awards and decorations include the Defense Distinguished Service Medal (3 awards), the Silver Star, the Legion of Merit (3 awards), the Bronze Star for Valor (3 awards), the Bronze Star for Meritorious Service (3 awards), the Purple Heart, the Air Medal for combat airmobile operations, the Army Commendation Medal for Valor, and the award of the Combat Infantryman’s Badge, the Parachute Badge, the Joint Staff Identification Badge, and the Army Staff Badge. He is the recipient of the National Intelligence Distinguished Service Medal (2 awards), the CIA medallion, the Director of the Central Intelligence Agency’s Director’s Medal, recognition from the National Security Agency, the National Geospatial Intelligence Agency, the US Secret Service, the Director’s Award for Distinguished Service from the Executive Office of the President, Office of National Drug Control Policy, and many other awards and instances of recognition. He has received numerous awards from foreign nations. He is a member of the Military Intelligence Hall of Fame and the US Army ROTC Hall of Fame.
Lieutenant General Hughes received his B.S. from Montana State University, a M.A. from Central Michigan University, and is a Fellow of the School of Advanced Military Studies. He has received honorary doctorates from Montana State University (Business), and the Joint Military Intelligence College (Strategic Intelligence).
He received the “Blue & Gold” award from Montana State University, the highest recognition offered by MSU.
He consulted for the U.S. Government and for SYNTEK Technologies, Inc. – a BMT Company, Ltd., SY Coleman, Inc. – an L3 Company, Boeing, Centra Technologies, Inc, the Defense Advanced Research Projects Agency, the Defense Science Board, General Dynamics, Johns Hopkins University – Applied Physics Laboratory, Northrop Grumman, Raytheon, RAND, SIG, Inc., Silicon Graphics, Strategic Analysis Inc., Booz-Allen Hamilton, SAIC, and other firms.
He has given testimony to several Congressional Committees and has presented his views at Harvard, MIT, the U.S. Special Operations Command, the National War College, the Army War College, the School of Advanced Military Studies, the Joint Military Intelligence College, the Special Operations University, the Central Intelligence Agency, the Foreign Service Institute, Montana State University, The Brookings Institution, The Washington Institute of Foreign Affairs, the Potomac Institute for Policy Studies, the World Future Society, RAND, BENS, and in many other academic, industry, and technology forums.
He has served on several Defense Science Board Task Forces, on the National Commission to Review the National Reconnaissance Office, on the Laboratory Advisory Committee of Pacific Northwest National Laboratory, on the Intelligence Advisory Panel of Sandia National Laboratory, the Counter-Proliferation Board of Advisors at the Applied Physics Laboratory – The Johns Hopkins University, the Board of Directors of Strategic Analysis, Inc., the National Imagery & Mapping Agency’s “InnoVision” office , and the Advisory Board of the National Youth Leadership Forum. He has served as a Futures Mentor for the TRADOC Army Transformation effort and on the Future Concepts Working Group Senior Advisory Group of the U.S. Special Operations Command. He performed work for other elements of the U.S. defense and intelligence communities.
He has served as the President, National Military Intelligence Association (NMIA) and Programs and Awards Officer of the Security Affairs Support Association (SASA), now known as the Intelligence and National Security Alliance (INSA). He is a past member of the U.S. Global Leadership Coalition (USGLC). He continues to serve on the Board of the OSS Society, and to be an emeritus member of the Defense Intel Alumni Association (DIAA), and the National Military Intelligence Foundation (NMIF). He is a member of the Association of Former Intelligence Officers (AFIO), the Mobile Riverine Force Association (MRFA), and a Life member of the Military Officers Association of America (MOAA), the Veterans of Foreign Wars (VFW), the Disabled American Veterans (DAV), the Association of the United States Army (AUSA), and the Vietnam Veterans of America (VVA).
He has been married over 58 years to Karlene K. (Nuber) Hughes. They were both born and raised in Montana. They reside in Florida where he continues to write, speak, and mentor.
